The Interstellar Commerce Commission (ICC)[1] was the central organization through which interstellar trade was conducted and monitored. All trade vessels and crew members were required to hold an ICC licence. The ICC was also responsible for enforcing quarantine procedures on all Earth-bound cargo. As part of its statuary powers to enforce planetary and system quarantines, the commission could in extremis order a full scale planetary sterilisation by nuclear bombardment or other means, such as in the case of the New Earth Colony in 2157. The Commission also on occasion organised & coordinated 'police actions' and other military operations against colonies that had been for one reason or another declared in fragrant violation of ICC regulations, one example being the ongoing (as of the early 2180s) suppression of the colonial revolt on Alexandria. The forces for these campaigns were mostly seconded from the militaries & security forces of the various corporations and nation states throughout human space, with the UA's USCM often playing a leading role in such deployments. Despite being a nominally independent organisation, the ICC was in fact effectively owned and operated by the Weyland-Yutani Corporation.[2] All major Colonial Marshal offices have a ICC agent attached to them.

The ICC had its headquarters in the "Ruby Colony" of KOI-812.03, in the Outer Veil.

The ICC maintained an Engineering Trade School with campuses on Earth and Mars. Dennis Parker graduated from the Martian campus while Samuel Brett earned a degree in engineering at the ICC school on Earth.[3]

The ICC was likely based on the real life Interstate Commerce Commission (also abbreviated as ICC), a regulatory agency in the United States that regulated the economics and services of specified carriers engaged in transportation between states.[4] However, the agency was abolished in 1995,[4] 9 years after the release of Aliens.
